Partners Health Management is now the LME/MCO for Davie County
Effective November 1, 2021, individuals in Davie County who received Medicaid or State-funded Services for intellectual or developmental disabilities, mental health or substance use disorders through Cardinal Innovations Healthcare were automatically enrolled with Partners Health Management.

Partners is a Local Management Entity/Managed Care Organization (LME/MCO), a governmental entity which manages the county’s mental health, intellectual/developmental disability and substance use services.
Previously, Davie County’s behavioral health services was managed by Cardinal Innovations Healthcare. However, Partners’ intentional focus on community interaction and high-engagement with stakeholders and other attributes more closely align with Davie County’s vision and strategic planning. Davie County believes this realignment will better serve the community and its needs.

History of LME/MCO Disengagement from Cardinal/Realignment with Partners
On August 2, 2021, the Davie County Board of County Commissioners chose to pursue a relationship with Partners Health Management to manage our citizens’ behavioral health services funded by federal, state and county dollars, including Medicaid.
On August 6, 2021, Davie County received a letter from NC DHHS confirming DHHS’s approval of Davie County’s transition to Partners.
On August 23, 2021, Davie County received a letter from NC DHHS confirming the November 1, 2021 date for Davie County’s transition to Partners.
Resolution of Intent to Disengage
Davie County developed a Disengagement Plan to ensure a smooth transition from Cardinal to Partners.

The law required Davie County to seek public comment on this Disengagement Plan for 60 days from the posting of this Disengagement Plan on our website. The 60-day public comment period has been completed.
As part of the county’s disengagement plan to ensure active and robust community involvement in this transition and to facilitate input and feedback from subject matter experts, Davie County formed an LME/MCO Realignment Committee consisting of key county officials, community agencies, Partners staff, and other appropriate stakeholders. The committee met to share information, to schedule listening and education meetings with key stakeholders that include providers, consumers, and advocates, to consult subject matter experts, and to assist the County and Partners Health Management in ensuring a smooth disengagement and transition.
