DAVIE COUNTY, NC – The Davie County Public Library charges several fines and fees throughout the year. Research has shown that fines do not have an impact on materials being returned successfully and once libraries have enacted fine free policies, materials were returned. In order to promote goodwill, create a positive customer service experience for all of our patrons, and save staff time, the library is proposing to go to a fine-free model. This specific fine reduction requested is for books returned past their due dates. Staff has determined the costs of collection offset the income for this fee (around $2,000 per fiscal year, pre-COVID).
"The library is thankful for the Davie County Board of Commissioners' support and approval for the library to transition to aFine Free Library. The purpose of becoming aFine Free Library serves several purposes," said Derrick Wold, Director of the Davie County Public Library.
"Research has shown that fines do not have an impact on materials being returned successfully and once libraries have enacted fine-free policies, materials have been returned more quickly. Library staff and resources will now be better utilized to provide a higher level of services to library patrons by reducing costs in funds and staff time created from sending notices for overdue books. Patrons will no longer have to concern themselves with being punished for having items returned a few days after their due date. Patron memberships who have blocked accounts due to overdue fines for books can once again have access to the library and its resources. Lastly, we hope to restore faith from the community that the library is looking for ways to help rather than punish, especially for those who have been severely impacted by financial challenges," Wold said.
With this change, the library can provide better service to patrons, have an increase in returned items, better use resources, be more aligned with the mission of the Library and County, and patrons can have a renewed appreciation of the Library.
